bulb failure sensor is killing me!

I have a 1984 244GL. The bulb failure light comes on whenever I use the brake pedal. The brake lighs work, however the bulb failure light comes on. I took a voltage reading where the connector clips into the brake circuitboard. On the drivers side of the car I have 11.3 volts. On the passenger side connector of the car I have 11.73 volts. Is this difference in voltages causing the bulb failure light to come on? I also took a voltage reading at the bulb failure sensor and I have 11.97 volts on both wires that go to the back lights. Is there some other component between the bulb failure sensor and the brake lights? Any ideas where the voltage is going?
