Ring Gear 200

OK, I took out the starter and it looks ok. Had it checked out and it's engaging properly with plenty of power. So my starting problem must be the ring gear. Visually it looks fine (no missing teeth) so what exactly am I looking for as far as defects to it. Can't get a real good look at it but while uderneath and having someone spin the pulley all the teeth "feel" consistant with one another. So what else can cause the starter to not grab. When I took out the starter, it wasn't loose. The bolts into the bell housing where tight.
