Pesky tailgate leak 200 1986

I've been trying to get the tailgate leaks stopped in my 245. The most frustrating one is where water is coming in UNDER the "sill" or cross member at the bottom of the tailgate opening. The water then runs down into the center storage bin. There is no water running into either of the tire wells. Does anyone know where this water is entering? Thanks for you help. (I'm considering dipping the whole reasr end of the wagon in silicone sealer as a last resort)
