780 Cowl Panel? 700 1990

Does anyone know what else, besides the the bolts, hold the panel between the engine hood and the windshield on to the car?

I removed the three bolts, but it doesn't want to budge.

Any help is appreciated, it's winter, and my windshield washer system has a leak under there, so my washer fluid just piddles out the rocker panel....
