Putting a little light on the subject 200 1990

Could use some simple advice. I have purchased new bulbs for my instrument panel and shifter. When I went to remove the panel, everything was fine until I was ready to remove the panel. My question is what is the trick to removing the headlight and panel light dimmer switches? Do they twist off? Don't want to break anything...

Or would I be better off trying to replace them from underneath? I have an air bag.
