bad speedo and instrumental cluster removal 700 1991

After months of erratic behaviour my speedometer finally quit.The odometer is
still working fine.Also I tried removing the instrumental cluster by pushing
on the two spring tabs located on the inside of the cluster bezel but could not
get the cluster out.Whats wrong with the speedo and what is the technique to
remove the instrument cluster?
