Wire Comin From Negative Battery Post thick one and thin one what is the thin one for 200 1980

there is a thin wire comin from the negative battery post in which is bare what is it for because when it touchs metal or body of car it sparks like something else. I think this may be the cause of my loss of all electrical in my car head lights don't even work nothign electrical does please if you know anything about this please respond.
