'89 760 Tic fuel pre-pump problems 700

Has anyone had to pull their pre-pump out on a 760 wagon? I suspect the pre-pump because I hear nothing in the tank with the switch in the on position, the relay is clicking twice (once when ignition is turned to on, once when ignition is turned to start), and I think I hear something downstream happening when cranking, hopefully the main fuel pump.

Anyway, the problem right now is getting the access to the prepump and level sending unit. The poc Haynes manual says remove three bolts and pull the carpeted cover up and forward. Luckily I checked closely before doing this. The '89 model has this piece hinged to the piece behind it and they are all linked together, all the way to the end piece that covers the storage compartment.

Also, just for grins, how do you get the relays out? They seem to have a retention device and with my luck I'll usually push the wrong way and break them off. Any hints?

How can I get this cover off? Your help could make the difference!!
