taken for a ride? 200 1989

I have a 89 240 w/ a rough idle when warm problem and 116 and 231 fault codes. The fuel pressure no matter what I try to do to change it remains at 63 psi, way too high, and the delivery rate is only .5 liter as measured after the press regulator. At the end of my known abilities I took it to a local shop, explaining to them that I have replaced the pressure regulator, main and pre fuel pumps and filter but the car still runs rough. He called back at the end of the day to say they haven't found the problem but "this things spitting out so much fuel it's ridiculous". Today he tells me that before he can go any further, I have to fix my bad air flow meter. I thought this car had a mass air flow sensor, but he corrected me and said it is not an m.a.f., but an air flow sensor. I asked him what about the fuel pressure, he said it is irrelevant with a bad air flow meter. My problem is before I spend any more money on this car, is that I don't believe that no matter a good or bad air flowmeter, w/ the fuel problems I described, the car will still run rough and surge at idle when warm. Is this mechanic just as lost as I am or could the air flow meter really be the source of my problem and the fuel pressure is fine? Any help would be appreciated. Also anyone know of a GOOD Volvo tech in San Diego?

THanks,

Josh Allen
