Low manifold vacuum ? 200 1982

I have an 82 GLT,4 spd,B21F.Manifold vacuum is low(around 10 in Hg) , but steady.car has ample power,idles well,decent economy.Can't seem to find any
cacuum leaks,some manuals suggest retarded valve timming , but it runs well and I'm doubtfull,although I have'nt checked.Anyone have similar experiences?
