odd lighting problem '87 240 200

When my headlights began switching themselves off from time to time, I tracked down the problem to the main headlight relay. After replacing it with a wrecking yard replacement, my running lights (above the turn signals) won't go off. The driver's side lights finally went off when I pulled the 2nd fuse from the bottom, but the right remained on until I pulled the bottom fuse.
