1987 760 turbo wagon wiper 700 1987

The passenger side wiper arm on my 87 760 wagon will not move across the windshield. This began after an evenings rain storm. I have lift the wiper arm off the windshield and it moves back and forth. But replacing it on the windshield stops it from going across. Any help would be appreciated since I am a car novice. Thanks.
