Erratic tach trouble 200

Tach seems to hang up at any point for a few seconds. Like idle at a stoplight @ 750rpm, take off and it doesnt rise. Then later, it works fine. Also the car died while driving- no electric power- dead battery. I charged the battery and reinstalled it. Any thoughts?
