brake bleeding problem--brakes still soft after multiple bleedings 86 745t 700 1986

1986 745t Girling brakes in front, non ABS.

I've read the FAQ section and haven't found an answer to my problem.
I blead the brakes on my 86 Volvo 245T twice, once last weekend, and once yesterday. I used the Motive Products power bleeder.

First bleed order was RR, RF-upper, LR, LF-upper, RF-lower, LF-lower.

Second bleed order was LFu, LR, RFu, RR, LFl, RFl.

Problem: After each bleed, the brake still goes to the firewall after the car stops. Also, the pedal travels about an inch before the brakes start to engage. When they do engage, they are very touchy and require a lot of finess to brake slowly. I bought the car with this problem, so I don't know it's history.

I suspect that the seals in the master cylider are bad. What do you think? How would you approach this problem?
