Fuel Pressure Regulator..R/R rookie question... 700 1985

I will be replacing a friend's '85 744Tic fuel pressure regulator soon (no fuel return)and I've read the 700/900 FAQ and almost ready except for the following rookie questions...
a.How does the FPR attach to the fuel rail ??? I did not see any nut nor thread
that could be loosen. Does it just snap-on and held together by the brackets??
b.What is a vacuum pump that could be use to relieve pressure in the FI system?
Is removing the #1 fuse(?) fuel pump fuse and starting the car until all fuel is consumed the best and easiest way to relieve FI pressure?? Any other tips while I'm in there??.Thanks in advance for all the replies..
