when painting wheels, are you supposed to paint the surface to which the tire mounts? will this hurt or help the wheel/tire seal?

(bought a used steel wheel to replace one of mine. going to use the replaced one as a spare. want to stop the rust on bead so i don't have to worry about it leaking. thinking of coating it with por-15. i think that covers it)
