horrible screaching sound from under glove box!!!!!!!!!!!!!!!!!!

when i turn on my fan no matter if its the heat or the air conditiong, what sounds like the motor for the fan or something starts screaching at vey high decibels, its unbearable, worse than nails on a chalk board. after a couple of minutes it usually stops but kicks up again after awhile.
what is it and what can i do to fix it..
