weird headlight behavior, relay? 200 1981

Hi all, 1981 240 with a colorful history...
I have an odd problem, the main beam headlight on the passenger side will not come on if the lights are on low beam, does come on when the lights are on high beam (and then all 4 are on). I swapped bulbs around, traced all the wires, everything looks fine. Would the headlight relay do something like that? It's the only thing on the circuit that i don't know how to test...
Had to put a new light switch in, but thats not related, same behavior before and after new one.
I have some tailight issues too, but I dunno if they are related, got some mangy looking bits in there i plan to replace.
