Engine speed 700 1988

I have a 1988 760 Turbo and the engine will speed up and slow down at idle and while driving. When it is under a load I loose RPM's and of course speed. If I try to kick in the turbo I blow black smoke. I have no clue where to start. When I get the car up to 65 it runs like a champ but if I have to slow down and let the RPM's drop I have to start the process all over.
