Rear hatch corrosion 700 1986

I have a patch of corrosion, not rust on the rear hatch by the latch handle mechanism. I have repaired this area once already, but within a year it returns. It is not rust, it looks like oxidation. I have cleaned it and sand blasted it, primed it etc, but it returns. Anyone out there have the same problem or any ideas ?
