Unknown 'squeal or whistle' while under high boost.... sounds like its coming from the dash..? 200 1983

This started a few days ago, but i can't pinpoint the reason. While under full boost edge of yellow and beginning of red on stock guage, maybe 10-11psi, my car makes this fairly loud (not the turbo whoosh) noise that appears to be coming from inside the dash. It is not RPM related, but only boost\load related. The car runs fine and accelerates as it should, but the noise is a bit annoying.

I unplugged the vacuum line inside the engine bay (plugged the open hole it left) that goes to the fuel cutoff switch and the boost guage thinking it was a leaky hose inside the dash, but the noise is the same. After that I unplugged the vacuum line that goes through the firewall to control the defrost\heat vents (i beleive) and still the same noise. Turbo has 10k miles on it, and overall the car runs\drives well. I am just wondering what could be related to boost that would cause such a wierd noise. It might be possible that it is coming from the engine bay beacuse my shift boot is missing and I made a home job one in the meantime, but the leather cover is still on.

Any ideas of where to look would be very helpful. Could a vacuum\boost leak be that loud if it was in the engine bay? I replaced pretty much every vacuum line I could find last year.
