help help....86 240 dl lighting...maybe altenator? Headlights and 200

hey guys and gals

i gotta quick question

well.2 haha sorry

first one....When i turn my engine on and let it idle...and then turn the headlights on....they seems to go brighter and dimmer to the sound of the engine.The same thing happens with the instrument panel (my speedo...fuel gauge etc) lighting. Is this an altenator problem?

second question. My headlights work when on high beam..but when on low beam they don't. the instrument panel lights up as if they were on ..but they don't work on low beam..any suggestions?..thanks
