Emissions Questions - Failed Emissions Test 700 1985

My brick failed Nitrogen Oxides on an enhanced emission test. The reading was 7.91 g/mi, and the standard (in Oregon) is 3.7 g/mi.

Background on Vehicle:
Veh has 175k miles. Vehicle was just tuned up. Vehicle got "motor vac" yesterday. Vehicle recently had concern with fuel coming out of tailpipe that appears to have gone away after tuneup. I don't know when the catalytic converter was changed, but I replaced everything behind the cat 2 weeks ago, and it looked pretty rusty.

DEQ (Oregon smog agency) booklet says this could be:
1)spark plug heat range (new bosch +4)
2)catalytic converter (how can I test this?)
3)EGR problems (I'll look at that today)

Suggestions?
