fuel pump relay or bust 200 1990

Fuel pump relay is not triggering. While using my test light, I discovered that the relay will fire and run the pump when I grounded the 86/2 lug (with the blue-green lead). This lead apparently goes to the cpu. Is this a switched ground? If so, does anything else control that function in the brain? Will a code reader be of any help on this problem? My books are lacking on where to go from here and I only accidently discovered what I discovered. Any help is appreciated.
