O2 Sensor Voltage Output 700 1990

Hello all,
Looks like my last thread died a little. Question: what voltage should my O2 sensor be? According to the FAQ's it's supposed to be within .2-.9 volts. Mine starts at 0.0 then as it warms up goes to .85 volts but holds steady even when blipping or keeping the throttle open for a while. Is that normal operation?
