A/C clutch wont turn 200 1990

On my 1990 240 DL the AC clutch wont turn on. Ive tested the wires from the switch to the AC compressor and the compressor is getting power. everything seems to be in order except for that damn clutch wont engage. do I need a whole new compressor?
