What is 'Central Electrical Unit ' on a 740 ? 700 1989

Dear John Sargent:
What is this and where is it located?
Is it the tray with all the relays inserted on top of it?
I figure to pull the tray out and search for the black wires going to ground. Are you thinking the same as me: that the ground screw is loose?
Would this bad ground cause erratic OD behavior?
