Still wide fluctuating RPM at start up on cold engine 900 1995

I've check vacuum leak, change the brake booster hose, change the intake manifold gasket, and about to change the injector's seals. Cleaned and tuned my throttle again and yet every morning when the engine is cold I get this wide fluctuating RPM at start up.

After cranking start, RPM goes to 2,000 and then drop to 400 (car would shake like hell) and then up to 1,500 (or 2,000) and back again to 400-500 before stablilizing at 900. After that engine runs well and have no problem. This entire up-down episode last around 1 minute. Also experiencing higher fuel consumption. THe high fuel consumption is another problem that I've not been able to solve despite testing out and changing many parts like O2 sensor changed, FPR changed (Used). Injectors are not leaking. The ECT sensor, if faulty will make the car idle lousy but mine is okay except when engine is cold. Are the two problems related?

If anyone of you has similar problem, maybe you can share your experience with me and help me solve this one.
