Fuel Tank Drain, '85 745 700 1985

Hello,

I desire to drain the fuel tank on my 1985 745 Turbo Diesel Project car.
From what I can tell, the tank is metal. The only obvious "hole" in the
bottom of the tank is plugged by a large Philips head screw. This screw
seems very tight. When I try to turn it, there seems to be hard rubber
around it that also starts to twist. Is this the drain screw? Am I doing
something wrong?

Any help is appreciated.
