Turbo Boost 700 1986

I just finished a head gasket on my 740 turbo wagon and the turbo won't go past 1 o'clock. It use to go to 4 o'clock. The turbo is kicking in but not like it did before. I checked all the hoses and vacuum lines and everything seems ok. When I start it in the morning I need to keep my foot on gas or it will stall till warmed up.Once warmed up the tac is at 750 rpm and if I punch the gas after it is warmed up the tac will go down to 300 rpm and recover to 750 rpm or sometimes will stall. Here is a list of what has been done.

New head, intake and exhaust gaskets
new plugs and wires
new timing belt and oil seals
new air and oil filter
Cleaned injectors
New fuel filter

any help would be appreciated.
