My care will not start at times.... 200 1986

I have a 1986 240 Stationwagan. For some odd reason it burns a lot of gas and stalls intermittantly. It almost seems like at times it will not start or if the fuel level is low it will not start. I also failed the smog test. Does anyone have any idea what this might be and if so, is it expensive to repair? Help me. Thanks!
