Not a fuel pump check valve cold start problem 700

Could there be any other solution to this cold start problem?

When ever I go to start the car cold, the engine will crank for about 4 seconds and the suddenly the starter will begin to make the high pitch noise that you hear when you over crank. I let go of key, and the car never starts. Then i try to start it right back up and sure enough, the engine starts like its hot.

I've already changed the fuel pump check value, but i still have this problem.

What else could cause this?
