Fuel Pump positive wire 700 1991

Hey all,
I was curious as to exactly where the "positive" lead for the fuel pump connects to on the fuse/relay holder. I looked at the fuse locater display, and fuse 1 "Fuel Pump Engine Control" is the one that makes sense. For whatever reason the previous owner mickey rigged a wire in and spliced it into the radio and horn fuse. Realized this after hearing pump on when ignition was in position 1 and did not turn off. So, did some testing and actually put it into fuse 1 "fuel pump and engine control" and with no keys in the ignition, the pump kept going. If this was indeed the intended place to put it, why would the pump keep going when the keys aren't in. If its not the right place, where should I point the wire. BTW, I temporarile placed it inline with a fuse and switch from a hotwire coming from battery.
