Can I trust any A/C shop to do a R134a retrofit? 700 1990

My A/C is not blowing very cool and I don't know if I should just get it charged with R12 if there are no other bad components or change over to R134. My independent Volvo mech. does not carry R12 and wants $300 for a conversion and re-charge. I live in the NW suburbs of Chicago and work in the SW suburbs. Anybody know of another place to check with? Thanks in advance.
