Turn signal switch 200 1989

Hello! I have a beautiful teal blue 1989 240 GL. For just over two years I have been the second owner. It's my only car; it's logged about 170,000 miles. We make a work day commute to downtown Phoenix, Arizona, which takes about a half hour (25 miles)each way. I live north of Phoenix, right next door to the desert. By day, I'm a manufacturing engineer at a computer integration center. I recently made a forced-career switch, so by night, when required, I study database management and technical writing, to enhance my new vocational craft.

Enough about me because I am writing to get help with the Volvo. Recently the turn signal switch quit. The dashboard indicator lights do not come on and the traditional sound effects of click-click-click are missing. Per the user's manual, which states if it was a bulb problem, the signals would rapidly flash, so I do not believe there is any problem with the bulbs. Is anyone able to walk me through a home repair?

I am also driving about without any air conditioning. Ugh. I believe the compressor is ok, but I need more propellant. I bought the retail refill home kit, but understand I can't mix the two propellants in the system. I believe there is still "old" propellant in the system. I had it filled last year and the mechanic noted the system seemed in great shape, but I believe he said the capacity had to be at max fill for the a/c to perform. I believe it's the original compressor (13 years) so in the long run I wonder if it would be wiser to replace the compressor and use the new propellant, as I plan on keeping the car for several more years. Does anyone have any suggestions that won't break the bank yet be fiscally sound?
