Fuel pump and 5 & 7 fuses 200 1983

My car has been sitting up awhile,now it wont start unless I jump the fuses for the fuel pump.
I swapped the 2 relays under the dash( fuel pump and ?) No good. What is the 2nd relay next to the fuel pump? How do I open them to check the solder joints? Thanks, Breadman
