AC / Heat is completely shot!! 700

help, its hot as heck out here in NJ, and my a/c is not working. for th elast 5 years, the climate control system has been in the same condition, where the a/c compressor doesnt sound like it is going on. also, the fan switch only goes on in the "5" position. all air vents work fine, just what i described is the problem. i heard that the fan switch problem can be the fuse behind the glove box? i tried finding one back there and found nothing. car is a 91 740 non-turbo sedan. all help for all these problems is greatly appreciated. thanks
