AC – Installed electric fan, now compressor cycles on&off – doesn’t cool well 700 1986

My 86 740GLE has an electric fan in front of the condenser that is activated by a termoswitch in the radiator. I installed a relay that bridges this switch to turn on the fan whenever the AC is on. Now the compressor clutch engages for about 5sec and then disengages for about 5 sec at 2000RPM. The pressure switch at the evaporator is opening and closing. Does this mean that the charge is too much? Too little? The system has been converted to R134a by a Volvo dealer (it has a new evaporator).

Thanks,
Steve
