cruise control - lifting brake pedal makes it work...how does one adjust for this? 700 1990

Since Brickboard hasn't been sending me the digest since June for some reason (my ISP is getting bad about bouncing my mail for no reason - it's Adelphia...'nuff said) I would appreciate private replies until it gets straightened out. My cruise control only works if I lift the brake pedal with my left foot. I don't notice that much play in the brake pedal, really. When I engage the cruise, holding up the pedal it works well at highway speeds. It doesn't seem to work at speeds less than 60 MPH. I can live with that. But before I screw things up trying to figure out what to do, I'd rather post here in hopes that someone will steer me in the right direction to adjust the pedal switch. I have both the Haynes and the Chilton books and neither of them are any help. Frankly, every Volvo "specialist" I have taken this car to has ignored my request to fix the cruise in favor of finding ever more, more expensive, problems to deal with. I've already put $5,000.00 into this $3,000.00 car. I just want my cruise to work for my hour-long commutes to the office and back. I hope someone will help me out with some advice. Thanks in advance and thank you for advice received in the past.
Someday I will be able to return the favor.
