Floating Ignition timing 200 1983

I have been chasing a rough idle problem for months. Lately I noticed a change in engine speed at a set throttle position. The RPM may surge 100 RPM up and down ever 10 to 60 seconds. This can occur at idle or highway speeds. It is occasional but becoming more common. I have found that the ignition timing will vary directly with the engine speed change. Timing may change 10 to 30 degrees as the RPM changes with a fixed throttle position. This will occur with or without the vacuum signal to the ignition computer. The engine is B230F with LH 2.0. The Hall sensor was just replaced, fuel system is in good repair and ignition wiring system is new. Ignition wiring has been checked for loose and corroded connections. The engine wire harness has been replaced.

My next step is a new ignition computer. Am I missing something else or am I on the right track? How much does a new ignition computer cost?
