lo beams intermittent failure/ 245 DL 200 1985

the low beams cut out more often than not. I chose to try and diagnose from the dimmer/turn signal switch, but its not making sense. with a meter, from top to bottom, 3 green wires are right turn; 2 yellow wires get 12 V with igntn switch on only; 3 blue wires are left turn; single brown wire gets 12V all the time. this stays the same whether lo beams fail or not
I can get the low beams to work by switching the dimmer switch a few times. Should I be looking elsewhere?
