Cracked Aluminum AC Line? 700 1986

Can someone tell me where the aluminum AC line is?
I just checked the front underside of my car on the pasenger's side, and while inspecting my front tire, I saw what looks like an aluminum tube (rusted through)about 2 inches in diameter.
Is this tube important? Is this why I don't have AC? My car was just inspected 7/02, why would a state inspection not mandate that this be replaced? Any ideas on how much it costs to replace/repair this tube?
Should I repair this tube?
Any feedback would be greatly appreciated.
