Has anyone had trouble fitting the rotor over new brake pads? 200

I could not get the rotors to fit over the new emergency brake pads. I ended up putting on an old set I had kicking around. The lever was fully retracted, and the pads were sitting on the stop at the bottom, but the drum was too tight.
