Help parking brake cable won't hold vehicle in place 700

Greetings:

I have a problem with my parking brakes. They simply will not hold the car at all. The lever feels as though it has lots of slack and no resistance to it upon pulling it up, yet all of the cable connections appear to be connected and not extremely corroded. It feels as though the lever is not even connected to a cable. My rear pads are not down to the disc, but are low (could this be an issue?). I do intend on replacing them by the weekend. In addition I did check the cable connections underneath the rear of the car, they are some what rusty, but not severely. My question is what is usually the cause for symptoms such as these? Also do I need to adjust my parking brake lever? If so will this solve my problem? The cable underneath the car at the lever area seems to be still intact, however it just does not hold the vehicle. I have since spray most of the cable with some super liquid wrench. As far as I know I do not have a multi-link cable setup? I have Girling calipers in the front, and unknown Original calipers in the rear (good condition). Help! All of your experiences and comments would be greatly appreciated! I am due for a state vehicle inspection very soon and I will not pass with this parking brake issue. My apologizes for such a long thesis.
