Could a wire harness cause a non-start problem on a DL? 200

The car i'm looking at buying has a known bad wire harness. Its a 1983 244DL. Could this cause the car to not run at all, not even start? I thought a diesal wasn't really run off of the electrical system.

If its not the wire harness, what else could be the cause?
