Could a wire harness cause a non-start problem on a DL? 200

I'll have to check the car out further. I'm heading down to look at it this weekend. The car is in great condition, other than the fact that it doesn't start. If it looks to bad, then i'll just leave it. I'm really hoping its just something like the glow plugs. Perhaps the owner wasn't sure what the problem is or worst, is just trying to get rid of it.
