What's Involved with Replacing the Dash? 120-130

Hello everyone. My most recent acquisition (of far too many antique Volvos) is a '66 122S. Though the body is pretty straight, I can see that the vertical (instrument panel) of the dash metal has several extra holes and dings - also there is an upholsterer-made top dash cap that is hot-glued in place, so I can't really inspect underneath it without tearing it apart.

My questions -
Is the top dash made as one piece with the instrument panel portion?
More importantly, is the metal dash & panel removable by unbolting, or is it welded firmly as part of the body structure? What's a fair price for a straight replacement of the sheet metal? Any suggestions to make this as simple as possible?
