Odometer adjustment 700 1987

I'm in Canada. I have a US model 760 Ti wagon, and the odometer is in miles. The local u-pull-it had a mint condition instrument cluster with kilometer odo today, so I bought it. I'd like to install it into my ride , with the odo adjusted to reflect the current mileage (211450), but into Kms (340296). Anyone know how I could wind forward the km based odo, as it's only at 197k right now. Also, the legal implications of this, if any?
