84 240 gl turn signals not flashing... 200

Just put our 84 240 on the road yesterday and i have a problem with the turn signals. When i try to use them in either direction they do not flash. I've checked the fuses and bulbs, everything seems fine. Is this a pretty common problem with a simple solution?

Also, (while im at it) The front windshield seems to leak a little on the passenger side. Are there any drains that may be clogged or anything i can try to avoid changing the windshield gasket.. I tried a flowable silicon and it didnt really fix it.

BTW: When i try the hazards the lights do not blink either... go figure..
