runs lean - 86 240 200 1986

Barely passed emissions test with high HC. Also had poor power when cold. Replacing fuel injector seals fixed the lack of power. Car runs well. O2 sensor tested bad; replaced it and when the engine is cold the O2 sensor reads correctly (0.2 to 0.7 V). After about 2 minutes (warm engine)it goes lean (< 0.1V) and stays there. Checked vacuum lines and vacuum (18" at idle and seems to respond correctly). New ignition parts (cap, rotor, plugs, wires) and checked timing (at spec, 12deg BTDC). New fuel filter.
If I remove and plug the vacuum line to the FPR, the O2 sensor shows the system going back into closed loop (0.2 to 0.7 V).
Should I be pursuing a fuel related problem or a vacuum related problem. I don't have a fuel pressure gauge and fittings for this engine and I was hoping that the experts on the brickboard might be able to steer me in the right direction.
